The first part of Hjellebrygga at the Telemark Canal was completed in 1900. Before that time, the canal boats had a departure pier on Smieøya on the other side of Hjellevannet. After a few years, Hjellebrygga got a goods shed. Then, goods that were to be transported by boat could be stacked under a roof, protected from the weather and wind. At the same time, the small brick expedition building was built.
In 1911, the entire pier was completed,in the sizeit is today and with two goods sheds. At that time, there was heavy traffic from the pier with thousands of passengers and many tons of goods that were to be transported further up the Telemark Canal every year.
